Delaware licenses contractors through Revenue, not through a trade board
Delaware handles this differently from its neighbours. There is no trade licensing board for flooring: the requirement runs through the Division of Revenue, and it applies to anyone conducting business activity in the state. If the company doing your floor is based in Pennsylvania or New Jersey, a second set of rules applies to it as a non-resident contractor, and that is the part most homeowners have never heard of.
